上一浪輸過錢, 才避過呢劫

【本報訊】(記者 周紹基)光陰似箭,富貴如夢。去年今日(10月30日)是港股最風光的日子,恆指在去年今日到達頂峰,最高曾見31,958點,很多市場人士都唱好港股能 夠在未來一年再創新高,上試42,000點。然而,世事豈能盡人意,相信不少投資者,對比愛股一年前的價位,今日都會感觸良多。恆指前幾天曾跌至低見 10,676點,昨日亦只收12,702點,累計暴跌60%,但不少市場人士繼續唱淡,料港股會回落至8,000點水平。港股一年前的市值曾高達 231,970億元,現今只剩85,800億元,蒸發了約146,170億元,以700萬港人計,相當於每人損失208.8萬元。

 藍籌中,33隻股價瀉逾五成,即使穩重如山的大笨象匯控(005),也跌個四腳朝天,一年之間大 跌42%,由高位約150元跌一半見75元,雖然匯控昨回升至86元左右,但市場一致不看好其後市表現,相信該股會繼續尋底,並拖低大市。但是,藍籌中跌 幅最勁的,要數中信泰富(267),該股因炒賣外匯累計期權勁蝕155億元,一年之間勁跌91%。其他類股方面,去年最重傷的便要數內房股、資源股及航運 股,跌幅全部都接近90%。

玖龍紙業劇跌96%最傷

 以去年散戶熱炒的富力地產(2777)為例,股價較一年前挫91.8%,「四叔」李兆基持有的碧桂 園(2007),則跌90.7%。資源股方面,中石油(857)跌75.1%,中鋁(2600)跌89.6%,航運股普遍跌八至九成,中遠洋(1919) 跌91.9%,中集運(2866)跌92.8%。不過,要數散戶最深刻之一的,一定是玖龍紙業(2689),該股一年前由21.15元,跌至0.9元,跌 幅足足95.7%,比得上傷透股民心的「8號仔」。

4家公司海嘯中「沒頂」

 金融海嘯襲擊全球,不少公司捱不住要結業,海嘯中「沒頂」公司包括有:恆豐金(870)、佑威(627)、德發(928)、合俊(2700)便要申請清盤,百靈達(2326)內地廠房結業,以上5股皆已停牌,持有的散戶可能要「打定輸數」,股票隨時變廢紙。

中信泰富炒累匯巨虧

 除中信泰富外,不少公司在大市好景時,買入各式各樣的金融投資衍生工具,例如東亞(023)便宣布 沽清其手上的信貸抵押債券,勁蝕35億元,該股股價亦由一年前約50元水平,瀉至目前的14.7元,跌幅逾七成。另外,中鐵(390)、中鐵建 (1186)、九龍建業(034)、中國傳動(658)也因累計期權或者掉期產品而錄得虧蝕,令股份急挫,中國傳動更因而停牌至今。

中資股「買貴貨」齊捱沽

 除了投資金融產品失利外,「買貴貨」亦是另一致命傷,不少中資股也宣告「中招」。好像高位入股富通銀行的平保(2318),入股東亞的中銀(2388),收購永隆(096)的招行(3968),近期全面捱沽,平保股價一年跌75.8%,中銀跌58%,招行跌72.9%。

 財散人安樂還好,問題是財散了永無安寧。金融海嘯下,公司倒閉、裁員、減薪、訴訟、索償等衍生問題隨之而來。大批買了雷曼迷你債券的老人家,只是這次金融海嘯下令人欷噓的其中一幕。

非常時期, 非常安排

在金融海嘯中, 人都緊張, 好驚銀行有事, 所以近來一有張單卡數, 就會提早清還, 費事到時 A 銀行追你數而 B 銀行 hold 死你的資金 !

這等於 EQ 高定 EQ 低呢 ?

股市散戶沒心死

今早沒訓醒, 有位舊客婆婆打電話來, 話在證券行見吾到我同老公, 問間行有無問題, 因為想在依家低位買貨 。 我只同佢講, 個公司可信, 不過驚就可以買完提貨出來, 一時間吾記得叫佢吾好買貨住, 但佢舊電話打吾通 .........

依家銀行又叫佢玩倒掛港元, 就係到位又把新西蘭元轉港元, 說有 20%息 ! 銀行又可以賺一筆 !

對沖基金重傷

在金融海嘯下,全球股市跌勢一發不可收拾,近年如雨後春筍的對沖基金損失不菲,估計今年錄得虧損逾2,000 億美元(約1.56萬億港元)。面對客戶贖回潮和銀行追收貸款,對沖基金被逼不問價沽貨,導致全球股市被「愈質愈低」。經此一役,對沖基金元氣大傷,估計未來數月將有多達三分一從此消失。

 基金界人士本周聚首倫敦出席會議,討論對沖基金業前景。會議瀰漫一片悲觀情緒,多位基金經理均指出,曾被視為「賺錢機器」的對沖基金,在金融海嘯衝擊下遭受重創,今年以來已虧損逾2,000億美元,隨著金融危機深化,預計對沖基金的價值將再下跌三分一或以上。面對股市暴跌、信貸收緊和投資者抽走資金的多重打擊,估計有數以千計對沖基金無法再熬下去,從此在市場上消失。

高峰期控16萬億元

 嘉信理財首席投資策略師桑德斯表示,高峰時期市場上約有1萬隻對沖基金,控制約2萬億美元(約 15.6萬億港元)資產,但不少對沖基金明顯過分擴張。由於對沖基金以承諾高回報吸引客戶,令投資者趨之若鶩,有分析指客戶為減少損失,近期紛紛要求贖回,而銀行亦加緊向對沖基金追收貸款,面對龐大壓力,對沖基金唯有不問價沽貨套現,就連一些優質資產也被逼賤價沽售,導致股市跌勢不止。

投資手法受關注 客戶促監管

 由於不少退休基金和保險基金都有投資高風險的對沖基金,基金損手令許多存戶和退休人士血本無歸,對沖基金的投資手法備受關注,要求對沖基金如銀行般納入監管的聲音高漲。美國眾議院監管委員會主席韋斯曼說:「對沖基金是推動全球金融市場發展的重要力量,但我們對於它們的運作方式和產生的風險所知甚少。」他認為對提高對沖基金的透明度和加強監管,對市場更有利。

FACTORS BEHIND USDOLLAR RALLY

What is pushing the USDollar up cannot be construed as anything remotely resembling healthy factors. In no way whatsoever does it resemble investment. It is more like paid off death contracts, paid off death investments, paid off transfers from toxic US bonds into what are falsely regarded as safer US bonds with a guarantee from a crippled USGovt. Foreign financial entities are liquidating on massive scale. They need a tremendous amount of USDollars in order to complete transactions. Also, a tremendous amount of USDollars are needed for CDSwap payouts as defaulted bonds are resolved. Almost all CDSwap and other credit derivatives are paid out in USDollars. The Lehman Brothers payout was full of lies, again. The Lehman Brothers total volume of corporate bonds was $160 billion, but $400 billion existed in total CDS volume tied to them! It is no surprise that the Dow and S&P500 stock indexes fell hard (by almost 400 points on Dow) and on the Lehman resolution day. And market mavens boasted of no impact on the Lehman funeral date!

The DTCC (Depository Trust & Clearing Corp) reported only a net $5.2 billion payout on the Lehman Brothers failure CDSwap resolution. The ‘Dis-Trust Clearing Corp’ might want to check credit derivative experts who claim between $220 billion and $270 billion in that total after netting. By the way, the DTCC is the official banking entity that oversees all stock clearing overnight, including all the naked shorting. The de-leveraging process has left the central bankers empty handed, exposed as having empty financial cupboards. Thus the need for massive central bank swaps from the USFed, which has perversely farmed out its function to foreigners. In fact, the foreign central banks might be in possession of more US$ inventory items than the USFed. So the US central bank has asked foreign central banks to do its job, and to manage the world reserve currency? This amidst a US$ rally!?!

The Credit Default Swaps are capable of burning Hiroshima holes all over the US financial system, resulting in USEconomic implosion from eliminated bank and financial system structures almost entirely. The process has only begun, but in darkness. The other purpose for big bailouts was to prevent CDSwap explosions, risking a string of bombs to go off. The key aspect of CDSwap contracts is their hidden nature, with fuses intersecting in the dark.

When the market mavens talk about the de-leverage process, they refer to speculative investments being liquidated. Oftentimes, they do not include in the story how Wall Street firms, desperate to stave off bankruptcy, are targeting viciously their own clients. The big accounts lie in hedge funds, where the private wealthy are being decimated. Credit is being pulled. Margin calls are being delivered. Margin ratios are being raised. Those funds whose positions are aligned with the predators on Wall Street continue in their investment portfolios. Those funds in opposition are attacked with artillery, carpet bombs, and early morning raids. The USDollar is rallying amidst this type of sinister liquidation. The result has been numerous spread trades anchored by the USTreasury Bond are forced into sale. That means a USTBond buyback occurs from the short cover on the trade. Whether a spread on mortgage bonds, corporate bonds, emerging market bonds, or crude oil, or gold, the trade is liquidated, and a USTBond is bought back. NO TANGIBLE END DEMAND, ONLY USTREASRY BOND SHORT COVERS. This is the basis for a US$ rally?

WORSENING US$ FUNDAMENTALS

How many times have we seen the US stock market go down, non-government bond yields rise, the USDollar rise, and the USTBond yields fall? That has been the norm in the last few weeks. These are death signals, not investment signals. The USEconomy cannot afford liquidation and constricted credit, a well-known fact, seemingly forgotten today. These signals come amidst falling confidence, more bank distress measures, more job loss, more home foreclosures, and lately, trouble with letters of credit at port facilities.

Financial markets, including the USDollar, have yet to factor in the deep USEconomic recession. The USDollar rally flies in the face of deteriorating fundamentals. See job cut announcements at Caterpillar, Merrill Lynch, General Motors, Chrysler, several Wall Street firms including Goldman Sachs today. Weekly jobless claims at close to half a million per week, equal to peak during the unrecognized 2001 recession. See the UMichigan consumer sentiment, Philly Fed index, Empire Fed index, leading economic indicators, durable goods orders, on and on. Retail sales, the backbone of the backwards USEconomy, are plummeting. That is, the plummet is before inflation price adjustments. Car sales are plummeting also.

Exports are to be worse from the higher US$ exchange rate on the table, combined with slower foreign economies. The improved export trade has been a big boast from the lunatics running the asylum. The USEconomy is accelerating in its decline, certain to produce a recession and huge USGovt deficits. That deficit is likely to at least double and possible quadruple next year. USTreasury Bond issuance cannot conceivably finance all, or at least half, of the commitments. The printing press will do the rest, which will cut down the US$ valuation. The USDollar decline lies ahead, when the distortions slow or come to an end. Gold will soar on the other side of this liquidation.

An extreme backlash attack is coming against the USDollar. Rising import prices in foreign economies have already caused alarm. Foreigners will soon attack the US$ in a matter of time, using heavy US$-based reserves. Their banking sectors are in disarray, primarily because they are intimately tied to the US$ and USTBonds. The process has begun with Brazil and Mexico in Latin America, to use their strong reserves and sell into this queer US$ strength. That is what reserves are for. The process will spread to other nations.

GOLD MARKET CLOSE TO BREAKING

The gap between the physical gold market and paper gold market is widening. An example bears this out. In Toronto this week, a major off-market gold transaction took place. The price paid was $1075 per ounce on the physical transaction. Its volume was in the multi-million$. There was no US involvement in the transaction, and the settlement was in euros. Enormous repositioning is ongoing by the groups that will participate in the new, partially gold-backed currency. My take is this movement is from a large financial entity with global activity, and ties to central banks. It might be tied to the upcoming split in the euro, into a Nordic Euro and trashed Latin Euro. The Nordic version might contain a gold component. This and other transactions are taking place with European settlement. They are being satisfied in the alternative market, far from the distortions of COMEX. This was a physical transaction with the real metal being moved. Big shifts occur behind the scenes. A couple of months ago, 400 metric tonnes were moved into storage with the Royal Canadian Mint by a sovereign entity.

The more massive the paper manipulation, the more violent the coming correction. The asylum managers are losing control of their paper-physical arbitrage. Watch the gold lease rates, and silver lease rates, which have each more than tripled in the last two months. Lease rates precede price movement. Bullion bankers, including central banks, are reluctant to lease their physical supply. This time is no different, an event to come after the COMEX criminality is swept aside, or simply overwhelmed in return. One well-informed source, with over two decades of gold market experience, actually expects arrests to take place among COMEX officials before long.

NEW BRETTON WOODS II FARCE

Last weekend in Brussels, G8 Finance Ministers met. Among other things, they discussed a reform to the global banking structures. For the many challenged on geography, that city is in Belgium, headquarters for many European Union functions, in Western Europe. Creditors were not present, which means the finance ministers were talking to themselves. Credit masters were not invited. The nations whose banking systems are in the process of implosion are essentially attempting to revise the global currency system. Those in attendance constitute the losers! However, the Arabs and Chinese were not present. This seems entirely backwards. The bankrupt nations do not dictate to the creditors terms of a revised agreement.

Imagine a large business saying the following. “We are bankrupt. We want a meeting. We are going to dictate to you bankers anyway. We are broke. Our economies are shattered. Our banking systems are in ruins. But we going to tell you how we are to restructure our debt and rework a new system. We realize our debts to you are bigger than we can ever repay. We realize we cannot continue in commerce without your continued extended credit. But we will force upon you a new system. It does not matter what your opinion is. You do not have a seat on this elite committee, sorry!” THIS FLOW IS NOT FROM THE WORLD OF REALITY!

No! Bankruptcy receivership is next, where creditors will be left with few options. They will be compelled to run management committees, and dissolve many functions of government. Creditors will probably await the G8 initiative, then summarily reject it. They will next propose their own new global financial structure. The teenager’s credit card is about to be taken away, when the irresponsible kid proposes a new repayment system, new promises, new chores done even. The kid has burned down half the neighborhood, yet thinks he can call the shots! Sadly, the parents will probably ground him and force a tutor to direct his studies, and force a strict drill sergeant to direct his work activities. His friends will not be permitted to form new teams that include him. A ‘Post-US World’ is being planned, and Americans are the last to know. Entire new barter systems between a key pair of nations is about to be launched. Regional bond and commodity organizations are being formed, with exclusion of the US. The US press reports nothing on these important developments.

Foreign creditors will form new committees, which will be recognized in time as the Receivership Committee. Foreigners are watching in horror. Decisions have already been made, with Americans the last to know. In order to arrest the cancer they so clearly see, they are ready to force a complete upheaval. The USDollar will lose its global currency status, a thoroughly abused privilege. The above lack of disclosure only reinforces their motive to take action. They will move when they must, upon a system failure, or when they are challenged, or when flimsy attempts by debtors are made to dictate reform.

Without any changes forthcoming soon, the foreign banking systems and economies face huge threats to failure. To friends, family, and contacts, my approach has been to attempt to explain the underlying forces behind revolutionary financial change. Foreigners must cut off a cancerous body part, the one attached to the United States. Foreigners must cut off flow from a toxic systemic organ, the one attached to the United States. CUT IT OFF OR RISK DEATH. They must disconnect of USDollar from the global currency system attached intimately to their own financial and economic systems. They must to survive.

ARAB GOALS & MOTIVES

Arabs clearly lust to control and manage a global gold trading center. It will be in Dubai in the United Arab Emirates. The new Gulf dinar currency will pave the road to that center. The Gulf Coop Council is biding time, cutting time delay deals, warding off pressure by the USGovt, appeasing with weapons contracts from the USMilitary, and is working behind the scenes to create a new dinar currency. The new Gulf dinar is likely to be primarily gold in its backing. So, foreign nations will soon be forced to purchase the dinar for all or most of crude oil payments. This forces the purchase of gold in order to purchase crude oil. The demand for gold will thus fortify the global banking system, by means of commodity settlements. Many details are unknown, but the basic structure has been slowly come to light. A new motive flashes red in front of Arabs to institute some changes FAST. The crude oil price is down, cut in half from July. Their revenues are sharply reduced. Russia figures into the complex deal to launch the dinar. The Saudis and small sheikdoms need security protection. The next chapter will involve protection amidst a gold-backed currency, not a military-backed currency, in Saudi eyes.

ISOLATED USTREASURYS

The other side to the Arab dilemma is that the USTreasury Bond demand is quickly eroding from Petro-dollar recycle on trade surplus. The USGovt finds itself as relying far too much on foreign central banks for demand of USTBonds, relying far too much soon on the printing press. The USTBond demand is missing the oil surplus in recycle. Their reduced and unstable oil revenue motivates the Arabs to install a new payment system, based upon an end to the ugly defacto Petro-dollar standard. It shamefully is the basis of what my analysis has called a Protection Racket.

The incredible fact evident in the data is that until mid-September, the US Federal Reserve has drained liquidity from the US private banking system in order to offset its colossal bond swap bailouts for major Wall Street and New York money center banks. Their objective was to avoid undue US$ money supply growth. THEY WERE TARGETING GOLD. They essentially drained the lifeblood from the USEconomy on Main Street in order to subsidize fraud sanctioned and approved on Wall Street. Only since mid-September has the USFed been monetizing USTBond debt issuance. They are running scared, printing with abandon. The gold price is falling as the USDollar printing press is rapidly heating up, no longer offset by bank system drains. Details are in the Hat Trick Letter report.

The next big shoe to drop is credit cards. Bank of America has announced plans, not yet fully implemented, to cut back on credit cards to lower FICO scorers. The lower 60%-ile of credit score recipients will find themselves without credit cards at all. One friend told me that he used to own 10 credit cards. Recently, all but four were simply discontinued, but a few were not used. Other friends said most of their credit limits were slashed. Changes are coming. Then the next big shoe to drop will be commercial mortgage default. No reprieve, rest, or respite for US bankers. Changes are coming. It will force defaults in most every conceivable financial corner.

【明報專訊】中國社科院世界經濟與政治研究所所長余永定表示,中國政府雖答應積極支持美國對抗金融危機,仍要審慎看待購買美國國債,做好風險管理措施,他認為中國不必大舉增持美國國債,更佳辦法是向有需要的美國金融機構借出人民幣,由美國政府擔保,借款機構可即時把人民幣跟中國政府兌換成美元,解決資金需求,但日後還款和付息以人民幣計價,這樣便可避免中長期美元走弱導致中國外匯儲備大幅減值。

社科院是中國政府的官方智囊機構,余永定是社科院的資深專家,對中美關係研究甚深。對於美國提議中國購買美國國債協助救市,他認為必須慎之又慎,短期而言美元走強,美國國債需求殷切,是因為投資者擔憂風暴擊倒金融機構,相對而言美國政府的破產風險較低,令美元和美債成為資金避風港,但隨著美國大量增發國債籌資救市,以及實體經濟陷入衰退,中長期而言美元很可能持續走弱,美債的回報率也會隨增發而下降,中國政府應該採取措施,避免因長期持有大量美國國債帶來的資產貶值及收益下跌風險。

美元將貶值 美債不應長持有

余永定反建議說,若美國金融機構需要資金,可以向中國借人民幣貸款,由美國政府擔保,然後換成美元,把中國通過出口各類貨品賺到的美元貿易盈餘回流美國,解決燃眉之急,但債務條款和本息計價由中國訂定,這樣對中國才有保障,不會因為美元貶值或美債回報下跌而蒙受損失。與此同時,美國應允許中國增加直接採購,包括資源類和高科技產品,此舉既可加快美元資金回流美國,而中國亦可得到經濟發展所需的資源和設備。此外,美國應容許中國企業入股美國公司,包括美國的金融企業,這幾個管道加起來,相信有助美國經濟渡過困難,沒有理由規限中國只許不斷購買美國國債來協助救市。

歐洲問題比美更嚴重

至於歐洲當局希望與亞洲國家共組歐亞基金,藉以穩定金融市場,余永定明顯持保留態度,他認為歐洲的問題比美國更嚴重,中國的儲備和盈餘有限,不可能滿足每一方的需求,如果要成立對抗金融危機和穩定金融市場的基金,應該以亞洲為主。

美國財政部日前公布的國際資本流動報告顯示,中國在8月份增持了223億美元的美國國債,是今年以來月度增持最多的,總持有量增至5410億美元。余永定指出,增持美債雖可展示誠意,彰顯中國協助美國應對金融危機的政治決心,但仍須妥善管理風險。

工行海外債券損失121億

金融海嘯席捲全球,內地 經濟亦受其影響而增長放緩,加上股市樓市均表現不佳,「全球最賺錢銀行」工商銀行 (1398)昨日公布08年第三季度業績,錄得股東應佔溢利281.99億元(人民幣,下同),同比增長25.54%,但較第二季純利同比增長40.7% 的速度明顯放緩。另外,工行向分析員提供的資料顯示,首9個月海外債券減值損失121.88億元,較去年同期急增21倍,現手頭涉及「兩房」、次按及雷曼 等債券及產品共42億美元(327.6億港元)。

 內地經濟增長於第三季放緩至9%,加上全球金融危機、 利率下調及資產質素轉差等負面因素,中資銀 行第三季盈利增長放緩已在市場預料之內。工行引以為傲的「盈利增長點」—手續費及佣金淨收入在第三季出現倒退,較去年同期下跌3.8%,與中期業績按年增 長48%的勢頭大相逕庭。行長楊凱生曾表示,手續費及佣金淨收入佔工行營業收入15.8%,希望繼續提升相關比例,但在第三季業績表中看到,相關收入佔比 下跌至13.2%。

手續費佣金收入倒退

  海通證券分析師表示,工行的盈利增長或會進一步放慢,明年更有可能跌至負數的區域;若內地經濟增長 持續減慢,壞賬或開始蠶食工行的利潤。工行第三季的淨利息收入同比增長12.7%,至647.8億元,較上半年的29%放緩;手續費及佣金淨收入更按年下 跌3.8%至101.03億元。

 工行提供予分析員的資料顯示,公司在債券投資方面於第三季大 幅撥備,首9個月海外債券的減值損 失121.88億元,較去年同期急增21倍。截至9月底工行持有的美國次按相關債券投資面值合計18.67億美元,相當於全部資產的0.14%;持有雷曼 兄弟相關債券1.52億美元,相當於資產的0.01%;持有公司債務抵押債券5.05億美元,相當於資產的0.04%。工行已對上述資產累計提取撥備達 13.14億美元,撥備覆蓋率達到103.63%,撥備率為52.06%。

持結構投資工具327億

 此外,工行持有與「兩房」有關債券面值合計16.76億美元,相當於全部資產的0.12%,該行已對該類債券累計提取撥備0.76億美元,撥備覆蓋率100%,撥備率4.53%。

  投行麥格理預計,工行09年的淨利息收益率將下跌20個基點至2.7%,並料其壞賬撥備將會上升。 然而,工行的資產質素在第三季未見轉差。 截至9月底工行的不良貸款率為2.37%,比上年末下降0.37個百分點;核心資本充足率10.51%,資本充足率12.62%,均滿足監管要求。

WASHINGTON (Reuters) - Former U.S. Federal Reserve Chairman Alan Greenspan told Congress on Thursday he is "shocked" at the breakdown in U.S. credit markets and said he was "partially" wrong to resist regulation of some securities.

Despite concerns he had in 2005 that risks were being underestimated by investors, "this crisis, however, has turned out to be much broader than anything I could have imagined," Greenspan said in remarks prepared for delivery to the House of Representatives Committee on Oversight and Government Reform.

"Those of us who have looked to the self-interest of lending institutions to protect shareholder's equity (myself especially) are in a state of shocked disbelief," said Greenspan, who stepped down from the Fed in 2006.

Banks and other financial institutions need public support, such as the recently approved $700 billion bailout package, to avoid a serious reduction in credit, he said.

While Greenspan was once hailed as one of the most accomplished central bankers in U.S. history, the low interest rates during his final Fed years have been blamed for fueling

the housing bubble and eventual crash that touched off the current financial crisis.

The former Fed chair said stabilization of U.S. housing markets -- a necessary precondition for the economy to heal -- is "many months in the future." He said he expected the unemployment rate to jump.

At the heart of the breakdown of credit markets was the securitization system that stimulated appetite for loans made to borrowers with spotty credit histories, Greenspan said.

"Without the excess demand from securitizers, subprime mortgage originations (undeniably the original source of crisis) would have been far smaller and defaults accordingly far fewer," he said.

"The consequent surge in global demand for U.S. subprime securities by banks, hedge and pension funds supported by unrealistically positive rating designations by credit agencies was, in my judgment, the core of the problem," he added.

Former Treasury Secretary John Snow agreed that risk had been under-priced on a global basis. He said risks in mortgage markets were masked in part by accounting irregularities at Fannie Mae and Freddie Mac.

"A critical lack of transparency in secondary markets left policy-makers and regulators unable to discern the true nature and extent of the systemic risk that continued to build," he told the panel.

Greenspan urged that securitizers be required to retain "a meaningful part" of securities they issued. He said that regulatory reform will be necessary in the areas of fraud, settlement, and securitization to reestablish financial stability.

He also conceded he was "partially wrong" about his belief that certain derivatives, such as credit default swaps, did not need to be regulated.

可能就是說一套做一套,先叫你們嘗試沽美元和買金和油的失敗之味 ! 等無人再敢沽美元和買金及油 !

如果金價來緊跌低些,我都會再買多一些金飾 !

韓企葬身美元期權

【明報專訊】金融海嘯對亞洲經濟的衝擊逐漸浮現,本港有四萬名迷你債事主,而韓國則有一大批韓出口商因為購入一種名為KIKO(Knock-in Knock-out)的美元認購期權,錄得嚴重虧損。

此外,環球對沖基金大舉拋售日本的浮息國債,壓低債券現值,衝擊日本總值4320億美元的浮息債券(Floaters)市場,銀行持有這方面的資產而可能錄得起碼是帳面上損失。

韓國大型電子生產商泰山光電(Taesan),上月宣布因累計錄得6200萬美元期權虧損,而要結束營業,為韓國銀行界響起警號,因為韓國銀行亦可能因美元期權而損失數以十億美元,而且更因在分銷上述產品時涉及向客戶隱瞞有關風險,面臨大量訴訟。

KIKO是一種衍生工具,將韓圜兌美元在限定的匯率範圍內,買家可以一個較市價為高的匯率把美元售給銀行,不過倘美元升穿特定範圍後,買家需要彌補合約金價的雙倍款項。年初至今,韓圜兌美元共貶值了29%,令以出口商為主的KIKO買家損失慘重。

稱遭銀行誤導買KIKO 擬興訟

韓 國國會議員Cho Moon Hwa質疑,銀行給企業的銷售文件大多以英文撰寫,買家根本不會明白相關條款。一名買入KIKO投資產品的建築設備廠家Kim Sang In表示﹕「銀行從來沒有說明KIKO的高風險,他們說韓圜有99%機會上升」。他表示,正組織其他受影響的130家企業,向售賣KIKO給他們的銀行興 訟。

韓國當局估計,由於大部分KIKO是在07年底至08初訂定的,當時每美元兌900韓圜,上周五美元已升至1303韓圜,總值79億美 元的KIKO,有八成於明年6月到期。當局並指出,截至本月1日,有63家韓企因持有共23億美元的KIKO面臨困境,因為它們過度對沖或是超過了預期的 美元收入。

根據韓國金融監管局的資料,參與KIKO的銀行包括了韓國國民銀行、新韓銀行、韓國工業銀行、花旗韓國銀行及渣打第一韓銀等。

浮息國債受壓 日銀行損手

另一邊廂,對沖基金為償還借貸,大舉拋售日本債券,浮息債券市場受壓,票面值下跌,持有這些日本浮息債券的銀行勢錄損失。

現時該等浮息債券僅得票面值的88%,市場規模高達4320億美元,倘持有的日本銀行按市價為所持債券作撥備,將錄得巨額損失。倫敦一大型對沖基金負責人形容,「日本沒有次按,但她正為自己的銀行製造次級資產。」

中國簽証有了進步

我拿吾到回鄉卡, 因為無特區護照, 而無拿特區護照, 因為持有荷蘭護照, 而荷蘭吾俾有兩本吾同國家護照 ! 今日去拿回中國簽証, 本來已好開心, 有得選一年多次出入境簽証, 比起以前最長只得半年簽証, 點知俾佐我三年簽証 ! 勁開心, 因為呢三年內吾曬再為簽証煩 !

以後可以返多幾次深圳和廣州啦 !

本來諗住收返間深圳樓來自住, 但老公說, 要白交管理費, 不如遲下先, 因為深圳近, 可以即日來回, 如去廣州, 可以去親人家住 !

雖然我本人以為大量持實金會有一定的風險, 如睇錯走勢會輸錢, 因為金價試過由 850 跌去 300 樓下 ! 如果金價轉跌, 到時想大量沽出實金可能會有一定的困難 !

面對金融海嘯 重新考慮金本位

危機核心:全球經濟結構失衡
□ 這次全球金融海嘯,你歸結為全球經濟結構發生了問題,能否解釋一下?

■ 始作俑者還是美元。自1971年布列頓森林體系(金本位)解體之後,美元從一種跟黃金掛鈎的貨幣變成了純信用貨幣。由此導致經濟與經濟資源的錯配,積累三十七年之後形成了嚴重的經濟結構失衡。

一方面以美國為主的國家用透支未來以過度消費,一方面以中國為首的亞洲國家通過過剩生產來支持這種消費。次按危機的爆發不過是一個導火線,最後引爆的是全球經濟結構的總調整。

□ 1980年的時候美國人的儲蓄超過10%,小布殊上台的時候只有3%。

■ 到2005年就變成-0.4%,2006年是-1%,2007年是-1.7%。

□ 美國的GDP約13萬億,國債10萬億,將近1:1的水平。而日本的GDP和負債比為1:2。是不是美國經濟壞不過日本?

■ 這個講法有兩個問題。一、美國的債務一方面是國債,還有未來的財政虧空。2006年11月小布殊政府的一個報告講,在未來幾十年中因嬰兒潮那批美國人的退 休,總的財政虧空會達到45萬億美元。二、聯邦政府、地方政府、企業和老百姓的總負債共有53萬億,兩者相加非常驚人。而日本的老百姓是高儲蓄,國家負債 高但全民負債少,反而使日本成為最大的債權國,把資本投到海外獲得收益。

兩房倒下:危機只是上半場
□ 作為曾經兩房的高級諮詢顧問,你對於兩房倒下的原因怎麼看?為什麼只做優質樓按的兩房會在由次按引發的危機中倒下?

■ 像兩房這樣的公司以三十至六十倍槓桿在運作,房價上升時賺取暴利,下降時的損失也會成十倍的放大。

□ 現在市場正在還CDS(信用違約掉期)的債,那相比較更大規模的IRS(利率掉期)出現問題了麼?

■ 暫時還沒有。從本質上說IRS和CDS都是保險合同,是市場的對賭行為。IRS就是比如甲賭利率長期下行,乙則是相反,如果利率上升,乙就得為甲賠償損 失。我認為IRS出事是遲早的事,大家為避免利率上升而造成損失要為利率上升買保險,摩根大通就是這種保險的主要擔保方。

隨着金融市場的恐慌和信貸緊縮,美元的各種長期貸款利率會有一個急升,這個時候作為美元體系中最核心基石的作為大量IRS擔保的摩根會出現問題,這個基石不動則已,一動美元體系就會崩盤。

□ 所以美國政府不斷的注資行動可能也就是「蚍蜉撼大樹」。

■ 美國政府這次的救市資金第一筆有2500億,而政府必須用其中2230億來還兩房在9月30日到期的一批短債。但到12月31日兩房又有類似規模的短債到 期。因此政府的7000多億資金(另有1500億用作減稅)只能支持兩房三個季度。除非其他國家的錢進來把美國市場給頂住,否則這種7000億投進去就和 打水漂差不了多少。

□ 按照這樣的說法,政府對其他銀行也就無暇顧及了?

■ 它很難救助所有的銀行,現在有一百一十七家倒閉,估計最後會突破二百家。

□ 你覺得最慘的時候還沒有來臨嗎?

■ 按照我的看法次按危機有四個階段。現在只是第二階段,即CDS危機的上半部分。簡單講下我對整個次按危機過程的看法。第一階段是次按出現問題,也就是2007年到08年中。第二階段就是今年6月延續到明年夏的CDS問題。

我們看到的貝爾斯登、雷曼、兩房、AIG實際上都是栽在CDS上頭。第二階段分兩部分,現在我們經歷的是上半場,即由樓按引發的問題。而明年上半年將經歷的下半場會由企業債引發問題。

企業債中垃圾債的違約率現在剛剛開始爬升,而且還沒有引起別人注意。而這一部分佔了整個CDS的30%,也就是20萬億美元的規模。我認為到明年夏季之前這一塊的違約率將上漲400%至600%,這將重創賭企業債不會出現違約的那些人。

□ 接下來的兩個階段是什麼?

■ 第三個階段是「利率火山」,長期貸款利率會出現一次急升,衝擊IRS市場。第四階段就是美元整個陷入危機。

□ 多國央行的聯手減息救市和註資行動能否緩解危機?

■ 央行的努力只是在貨幣政策上提供流動性,以防止金融機構成片倒閉,但不解決根本問題,即資產價格的下跌。在宏觀的經濟層面,透支消費的病症已經積累了三十多年,救市的努力並沒有涉及這個基本面。

實際上央行可做的也就到此為止,如果再進一步減息印貨幣,總有一天會惡性通脹,並會造成新的泡沫。這個泡沫不是房地產不是股市,就是大宗商品、石油、黃金。如果沒有如減稅這樣的大規模財政政策,光靠央行是無濟於事的。

新金融秩序:金本位遲早復辟
□ 美國時常通過貶值來轉嫁自身債務。這次危機會不會是一個契機來動搖美元的地位,使其他貨幣的地位得到提高?

■ 許多金融界人士應該已經在一年前看到這次危機的到來,並開始思考危機會怎麼收場,怎麼來落幕。我認為2012年前美國房地產不會見底,危機很難在此之前結 束。但落幕危機之日,就是全球貨幣體系發生重大改革之時。這將涉及到貨幣遊戲規則要發生重大改變。怎樣在這種改變中維護自己的利益,是中國應該認真研究的 當務之急。

□ 新貨幣體系會是金本位嗎?

■ 遲早都有人提出黃金重新貨幣化,至少是部分貨幣化。如果一個強大如美國這樣的國家尚且不能保證其主權貨幣信用的話,我們能相信世界上任何一個國家做得更好麼?大家只能相信真金白銀。

中國的問題:預防勝治療
□ 自金融海嘯以來黃金升幅由700多美元漲到了900多美元,並不太大。是否很多人對美元還有幻想?而金的價值要到海嘯落幕時才顯現出來?

■ 其實我們所看到的市場價格,是誤導的信息。我們現在看到紙黃金的價格和實物黃金的價格已經全然背離了。現在美國最大十九所黃金白銀的實物交割的地方,需要 額外多交23.7%手續費才能拿到黃金實物。至於那些紙黃金都是騙人的東西,我一直堅持這樣的觀點,要買就買真金白銀。

□ 次按從美國開始,一路到歐洲亞洲。最近集中爆發的這段時期中國似乎受的影響要遠小於其他的國家,你怎麼看?

■ 中國的危機不是完全沒有問題,應該說被推遲。很多人覺得GDP9%左右的增長還是一個合理的增長區間。這個思維的最大問題就是沒有想到整個資產價格會出現拐點,這個往下走的過程會使金融機構出現大量嚴重的問題。

□ 我們看到原材料價格已經跌得非常慘烈了,接下來資產價格下跌會主要出現在哪方面?

■ 比較突出的是出口。另外,中國房價一路下跌,遲早會出現資金鏈的問題。由於房地產是長鏈條的行業,它拉動建材、鋼材、水泥、家具、電器等三十多個行業,所有下游行業都會受到影響。汽車工業也會是重災區。

當實體行業都出現過剩時,金融機構必然也會出問題。從這個角度來講,中國絕無理由保持樂觀。我覺得現在應該是謹慎悲觀,趕緊進行政策上的調整來提前制止這種情況的出現。

□ 現在已經減了幾次息,減存款準備金率,股市又做了很多動作,但是你仍然覺得不足夠嗎?

■ 央行的貨幣政策不可能對整體經濟產生太大作用。貨幣政策必須輔之以財政政策。雙管齊下,甚至再加其他的一些措施,才能對市場產生足夠的影響力。

跟本是老千局

一到半夜十二點, 灰姑娘的馬車就變返南瓜 !

這十年來, 投資銀行把每一份物業按揭, 賣了幾十次出去, 把世上流動資金吹大成為泡沬, 推高股市和樓市 ! CDOs 浸入了全球每一個國家, 變成今日的金融海嘯 ! 現泡沬爆破了, 資金消失得無影無踪 !
所以睇怕, 想股市在短時間內上返高位 32000 是無可能的, 除非再出類似 CDO 的產品賣給傻瓜 !
我一早已說過, 股市好多人為因素, 不只睇公司業務甘簡單; 現股市沒尋完底, 如果十年後, 大市可以上反 20000 以上, 已是好好的啦 !

本來我在新聞組同網友講過, 在二萬點樓下, 會用金字塔方式買入股票, 不過經歷了清洗大平地後, 對股市不會有太大期望, 但在低位會買一些資源股防通脹 !

還有錢在手的人, 不如在樓價低位時買樓收租, 當是一盤生意, 好過在幻想持股發達 !

貪婪、欺詐和無知

【明報專訊】中資銀行在美國 次按抵押證券業務的涉入深淺還是一個謎。這些金融機構的不透明意味着無法得到足夠的數據幫助精確分析。然而,有一些數據相信是準確的。美國住房和城市發展部的網站上披露,截至2006年6月,中國共持有總額為1075億美元 的美國次級貸款抵押證券,而這一數字3年前只有 30億。一年以後美國房地產市場的問題才暴露,由此判斷目前的真實數據可能還會更高。這個數據僅包含吉利美(Ginnie Mae)、房利美和房地美3家機構提供的證券,並不包括中資銀行持有的次級或者Alt-A抵押貸款證券。

2008年1月21日,美國次按相關資產數額最大的中國銀行 宣布其總共持有總額80億美元的次級貸款,業界無不震驚。該銀行已經將次級住房貸款抵押證券帳面價值降至49.90億美元,並且計提了12.95億美元以應對可能的證券跌價損失。中國銀行宣稱他們已經處理了和次按抵押債券相關的債務擔保債券,看來對未來的損失他們早有準備。該銀行2007年的利潤為79.9 億美元,這為它提供了充足的現金以應付額外的次級抵押貸款投資減值。

中國銀行副行長朱民曾公開表示他對此並不緊張,因為銀行持有的證券評級很高——71.23%的證券評級為AAA,25.93%的評級為AA。儘管他的分析師解釋「高等級評級的證券讓中國銀行在危機中面臨低水平風險」,我很疑惑他是否真正了解評級過程的不精確性,或者他只是在使用公關策略以緩解緊張局勢。不考慮他的評論,如果涉及次按的資產金額在50億美元以內,美國次按危機將不會威脅中國銀行長期的償付能力。

中資銀行一直以來都不對其持有的資產進行披露。但根據估計,這些銀行至少在吉利美、房利美和房地美發行的證券上投資超過1000億美元。如果還有別的抵押貸款沒有被納入估計,這將會產生額外的損失。人們認為吉利美貸款是以美國政府的信用做擔保,而其他不是,這是一個普遍的誤解。儘管吉利美、房利美和房地美發行的證券有「隱含」的擔保人,但美國政府並不會對從金融機購買證券產品遭受的損失負責。對次級貸款或Alt-A貸款產品而言,沒有擔保人,也沒有保險機構。

如果中資銀行繼續持有大量機構或者非機構抵押貸款證券,損失將會非常驚人。中國經濟發展已經開始放緩,現在是審視中國抵押貸款業並從美國次按危機中汲取教訓的關鍵時刻。

美元仍將維持強勢

本周也許是近10年來外匯市場最為動盪的一周。當全球股市暴跌凸顯金融危機已經來臨的時候,外匯市場開始經歷少見的可怕波動,市場參與者的焦躁、投機、逃避等情緒集中得到釋放。美元在劇烈的波動中對多數主要非美元貨幣暴漲,同時日元也逆勢飆升。

   令很多投資者詫異的是,起始於美國的金融危機居然能令美元強勁上漲。這是多個因素使然。首先美國的救市方案最終通過並得以執行,這對投資者信心是一個提 振。其次,各國央行聯合降息,穩定了市場的不安情緒。第三,也是最重要的因素,由於金融危機引發的風險規避情緒,令多數機構投資者解除建立了很久的套利交 易,直接導致大規模地買入日元,賣出高息貨幣,如歐元、澳元、英鎊、紐元、加元等,這在刺激日元大幅走強的同時,也令美元受到極大支持。

  後市方面,儘管從幅度上看,美元漲勢過急,但是預計美元在未來的幾個月內將維持強勢整理。由於全球股市依舊低迷,這令市場情緒將依舊偏向風險規避,風險規避的情緒有利於日元和美元。

  另外,各國央行的降息令美元的息差劣勢進一步縮小,儘管美聯儲也降息並且將進一步降息,但是美聯儲利率下降空間已經非常有限。而歐洲、澳洲、英國、加拿大等國央行相對較大的降息空間令歐元、英鎊、澳元等貨幣在未來幾個月內難以有有效的反彈。

  目前美聯儲的基準利率為1.5%。市場預計美聯儲將至少再下調0.25%。歐洲、英國、澳洲等央行經過本周調降利率後,目前利率水平仍分別保持在3.75%、4.5%、6%,這也為日後其進一步放寬貨幣政策留有餘地。

散戶善忘

【明 報專訊】上星期的財經主題是:恐慌,狂沽。「依家金融亂世!」「我好驚!」聚集在銀行內的師奶,是市場情緒的人肉晴雨表。過去一年 間恒指蒸發過半,銀行玻璃廂溫度跌入冰點,有人輸光走佬、有人發茅撳爛股票機、有人「番屋企睇電視好過」,但一群自言不能自拔的師奶卻不捨得離開,「我手上 全部都係大閘蟹,已經玩上癮,無得返轉頭,落銀行就好似幼稚園學生返學,放學就去買賣,無得玩,睇都過癮。後生仔,千祈唔好學我地……」話還沒說完,又見 師奶衝往櫃面排隊「撈底」,理性與衝動碰撞,結果總是一面倒。

去年股市勁升「玩埋一份」

一年前,港股衝上30000點,不願 透露姓名的陳師奶、英姐、林太日日在荃灣一間中銀分行「上學」,「那時賺了一點,銀行迫到爆,攝都攝唔入,去過街市的走過門口,忍不住把肉菜丟在門口,入 去玩埋一份,逢有新股都去抽,唔好蝕底!」學來學去,她們學會了什麼叫「贏粒糖,輸間廠」。

今年10月10日下午3時許,港股即將收市,中 國人壽股價從去年50幾元高位累積下挫超過五成,銀行有機無人睇。一名頭髮斑白的洗碗阿姐,突然脫下佔滿泡沫的手套,從骯髒潮濕的後巷走近荃灣一個玻璃通 透的中銀櫃面,挪起顫抖的手,按住顫抖的腳,失魂落魄地說:「我做得好辛苦呀!我好驚,我唔想輸晒錢……」簽個名,她把手上的中國人壽全部蝕本沽出。電 腦屏幕下方打出一句「豐盛金融:恐慌性拋售吞噬市場。」

師奶看著戰友瘦小的身影渾噩離開,嘆說:「佢個仔早陣子打算撈底買入,佢今日下午卻 怕死,偷偷以21.35元把聯名戶口內的股票賣光,無端端搵錢來蝕!」5分鐘後,港股收市,中人壽止跌回升上22.4元。「唉,佢返到去,家變都似!」師 奶說,自己玩股票年資由1年到15年不等,各人損手五成至八成,銀行裏「個個都害怕家變」。

當晚,美股開始蒸發7.9%,翌日港股暴跌過千點,師奶嘆:「出面有無辦法救市……」一個年輕人走進來, 立刻引起恐慌,「哥仔,你係咪都係記者?唔好要我地估估下喎,咪影相呀,呢鋪真係家變啦!」英姐說﹕「把幾火,大力小小,撳壞銀行部股票機!」「把幾 火」也得開飯,於是話風一轉,「今日買咩?」「諗緊買通菜定菜心。」「通菜好食,椒絲腐乳炒!」「我呢排腳痛,驚食佐抽筋。」「係呀,我老公前排落雨都 話痛……」

無錢玩 留守銀行互相安慰

一直在人潮中默默不語的保安員見盡師奶的喜怒哀樂,說﹕「班師奶唔捨得走,無錢玩都落來 銀行打躉,其實係互相安慰,見到人勁蝕得慘過自己,個心都安樂些!」假期休市怎辦?林太說:「聽電台,睇電視,星期六早上9點半有鄺文彬,11點聽陸叔, 打電話問邊隻股……」她們說。這群幼稚園學生也不知自己什麼時候才可畢業。

東歐南美, 多國瀕臨破產

金融海嘯席捲亞洲、東歐和南美洲,巴基斯坦的外匯儲備捉襟見肘,恐怕需要拖欠國債,其他國家如烏克蘭、哈薩克和阿根廷亦瀕臨破產邊緣,一些製造東歐地產泡沬的西方銀行,股價亦是拾級而下。

根據擔保國家有能力償還債務的保險產品—5年期信用違約掉期(CDS),市場預期烏克蘭將有80%機會拖欠債務。

烏信貸崩潰 股市累跌73%

  烏克蘭除了要面對銀行體系經過信貸狂增數年後瀕臨崩潰,導致經濟裹足不前外,更要應付政治氣候由差 轉壞的困境。該國上周沒收當地銀行Prominvestbank,並宣布基輔股市停市,該股市本年至今已累跌73%。另一方面,總統尤先科上周因與國內親 俄陣營政見不合而解散國會,外交人士擔心俄羅斯會捲入烏克蘭的政治危機中,甚至翻用對付格魯吉亞的做法入侵烏克蘭。

 環球股市從去年10月的高位下滑,不少人曾相信新興經濟體如中國、印度、巴西和俄羅斯可在金融風暴中獨善其身,現在看來這只是一廂情願的想法。

 有鑑於最新一輪的冰島財政危機,法國巴黎銀行警告該國政府正逐步邁向破產,同時亦會傳染到其他賴以外債為生的經濟體系。國際貨幣基金組織(IMF)亦宣布將動用數千億美元緊急資金借貸程序,以阻止環球經濟骨牌式崩潰。

 匈牙利政府在當地最大的信貸商OTP銀行出事後出手托市,但布達佩斯股市上周四單日跌幅仍達13%,財政部不得不取消國債拍賣。由於匈牙利福林兌瑞士法郎急跌,令當地以瑞士法郎作房屋按揭貨幣的業主百上加斤。

巴國債垃圾級 哈地產泡沬爆破

  在巴基斯坦,其貨幣盧比亦跌至紀錄低位,標準普爾把該國的國債評級下調至近「垃圾級」的CCC+級,巴基斯坦中央銀行的外匯儲備更下降至只有47億美元 (約365億港元)。分析指,巴國基本上已無力償還國債或入口任何物品,而且亦不能假定該國將因「戰略因素」而獲拯救。

 至於哈薩克的地產泡沫爆破,令當地主要幾間大銀行要靠向外國借貸度日,估計它們有70%拖欠債務風險。由於該國將經濟前景押在油價上,但前天期油價格跌穿每桶80美元大關,觸發一籃子的商品期貸拋售潮。若原油價格進一步下跌,就連石油大國俄羅斯的情況也不會樂觀。

 巴西、阿根廷、墨西哥等拉美國家亦受到全球金融危機衝擊,股市滑坡,貨幣匯率跌至多年低位。阿根廷股市Merval指數周五一度下跌10%,收市跌5.54%。 ■《每日電訊報》/綜合外電消息

港星級對沖基金暫停贖回

港股連日暴跌,加上信貸緊縮,對沖基金亦面臨贖回壓力,個別基金因無法承受而宣布要暫時停止讓投資者贖回資 金。截至今年1月管理資產逾45億美元(約349億港元)、以大手筆投資內地企業為主打的本地對沖基金西京投資管理(Atlantis Investment)發言人承認,已停止投資者贖回旗下在愛爾蘭上市的Fortune Fund,但強調公司本身營運沒有問題,停止贖回是為了在波動的市況中保護投資者的利益,也不會改變其投資策略。

 主理該基金的公司主席劉央接受外電查詢時稱,該公司主動向愛爾蘭交易所提出暫時停止交易,這包括了停止新的認購和贖回,強調公司不想投資者在如此波動的市況下受到損害。

停贖回免投資者受損

 據西京發予投資者的信件表示,由於過去數周贖回的投資者太多,該公司旗下基金Fortune Fund流動資金不足,從周二起已停止贖回。該基金去年底有7.5億美元資產值,但單位價格從去年11月的高位,下跌近67%至停止贖回前的1.29美元。

 晨星(亞洲)高級研究分析員甘欣庭表示,基金暫停贖回對投資者是好是壞仍是未知之數,暫停贖回行動確能夠減輕基金經理管理資金的壓力,但對投資者而言則無法即時贖回本金。

去年獲「年度基金大獎」

 據過往資料顯示,不少對沖基金於去年獲得不俗回報, 剛宣布停止贖回的Atlantis China Fortune Fund,06、07年回報率分別高達73%及64%,更於「亞洲對沖基金獎」中,憑著1.2倍年回報率(截至去年9月)獲得「年度基金大獎」。

 根據基金年報,Fortune Fund 持倉最重的中國建材(3323)今年已大幅下跌八成,其他持有的股份也大跌60至70%不等。而母公司西京投資旗下基金,持有大量上市公司逾5%股權,除 上海集優(2345)、廣船國際(0317)等大型企業外,也有不少規模較小的企業,如直真科技(2371)、IPE集團(0929),但已陸續於3月份 減持至低於5%。

持倉中資股大跌逾60%

 現時本港有不少對沖基金,若包括非認可的對沖基金,相信本港的對沖基金超過100隻。東泰證券研究 部聯席董事鄧聲興指,面對投資環境欠佳,近日對沖基金有很大的資金壓力,主要因為持倉價值大跌,急需補倉,加上不少投資者「要錢唔要貨」,預期對沖基金贖 回情況會持續,料對沖基金資金壓力將加重。

  1. Prices will rise sharply due to monetary inflation, which eventually results in price inflation!

    Today I received an email from Money News.

    "The earthquake will come via a collapse in the market for U.S. government bonds as domestic and foreign investors realize that the only way Uncle Sam can meet his future spending obligations is to print massive quantities of money," warns Boston University economist Laurence J. Kotlikoff.

    "The result will be sky-high inflation and interest rates and, most surely, a prolonged reduction in output and employment."

    "This could happen today. It could happen tomorrow. But it will happen here just as it has happened in every other country that tried to spend far beyond its ability to pay," he writes.

    Nevertheless, Kotlikoff figures the real total debt of the government right now is $70 trillion. Never mind the personal debts – credit cards, mortgages, cars, and other loans – Americans would face as our economy heads, potentially, into a deep recession.

    Compare that figure to the entire U.S. economy, which amounted to $13.8 trillion in total economic output in 2007.

    And don’t forget the automakers and airlines who want us to give them a few billion dollars. “If we keep our promises to the retiring baby boomers, we'll be paying out $4 trillion a year that we don't have for decades,” says Kotlikoff.

  2. Normal commerce is crippled by inflation. The commodities you ordinarily will be able to buy whenever you want, at the price you want, may not always be there, as inflation has driven up the cost of fuel so the trucks will find it harder to pull up to the back door of your local store and restock the shelves.

    You must turn a liability into an asset. Prices will rise higher and higher. How do you turn this into an asset? By buying things now while they are still relatively cheap, storing them away and then consuming them later when prices are higher.

    This includes every commodity you would buy at your local store, ranging from food, to diapers, to soap, to auto parts, to everything else.

    Some people call this “hoarding.” So be it! I don’t want to be politically correct by not “hoarding” if I will be hungry and my family will not be able to eat. In the real world, so few people will take my advice I will have little impact on the rest of the world.

Gold and Silver

The stars of the show are gold and silver, with the emphasis on silver. Why will they boom?

Historically, the world is littered with dead paper currencies. Major currencies disappear about every 70 years, and historically at these times, people have instinctively turned to precious metals because gold and silver coins have a long history as money.

We have been using them as money since before Roman times, and metal coins protect you against inflation because they boom. They do not increase in price; the currency diminishes in value in relation to them and precious metals reflect this phenomenon.

Gold gets all the headlines, but the real star will be silver. Gold is not as much of a monetary commodity except in the theoretical sense as backing for paper currency.

Silver has been actual money. When the Romans conquered Spain, they took over the Spanish silver deposits lying relatively close to the surface. Silver coins were the basic currency of Rome, and for centuries it was valuable because that was the only kind of money there was. But then the Roman Senate decided they had to gain the support of the populace. They were beginning to sleep under bridges and needed to be entertained housed and fed.

So they built the coliseum and began to show bouts between lions and Christians (lions 200, Christians zero). “Bread and circuses” were the watchwords of the day, and as soon as the Roman Senate made the decision to cater to the mob, they had to figure out how to stretch the money when the silver mines began to run out.

They started out by making silver coins thinner and smaller, and then clipping the corners, then mixing them with base metals. People caught on real fast, and they wanted more coins in return for their goods and services (“rising prices?”).

This monetary inflation turned serious when the far-flung Roman legions began to distrust the value of the currency in which they were paid. So the Roman legions began to desert. Monetary inflation brought down the Roman Empire and made it impossible for them to defend themselves when, centuries later, the barbarians were at the gates.

Then we invented the printing press.

Paper to Money

How did paper currency first begin? It started out as warehouse receipts for gold and silver in the warehouse (bank). If a duke or noble wanted to conduct a war, he would simply go to the warehouse and take out some of his gold and silver and use it to pay the troops and buy weapons.

They soon discovered that rather than going to the bank and getting the metal, it was easier just to pass the receipts around so the other guy could go get the metals.

In other words, the warehouse receipts began to be accepted as currency representing the coins. It seemed like a good idea at the time.

Paper started turning into money when the warehouse owners (bankers) realized that nobody knew how many receipts there were, and they began to create more receipts than there was money and passing them around as if they were backed by real metals. After all, who would know?

Soon, and it didn’t take long, people began to look upon the paper receipts as though they were real money. It was convenient. It was a lot easier than going to the bank and getting the metal.

Eventually, as paper lost its relationship to actual stored metals, governments began to ignore the fiction that it was a warehouse receipt.

In the U.S., the receipts backed the gold in the warehouse, and individual countries could bring their receipts to the Federal Reserve gold window and exchange them for gold.

However, soon we had created so many receipts that we began to lose too much gold at Fort Knox. So President Nixon yielded to reality and closed the gold window. He gambled that nations would look upon the currency as money and that decision would be accepted. He was right.

Since Nixon closed the gold window, there is no gold backing for the paper. The paper is considered money all by itself. The race was on. The restraints were gone.

Congress found that they could buy votes by the simple act of creating paper currency. The paper currency has undergone lots of evolution since then. With the birth of the computer, they don’t even have to print anything. Only about five percent of the so-called Money Supply is actually minted, printed or coined. The rest of it is on the computers of banks.

Politicians found they could buy votes by simply creating more receipts through modern means. That’s where we are now.

Congress is engaging in an orgy of vote-buying, driven by socialist dogma. That’s what is at stake with this crazy attempt to create $700 billion to buy up defunct mortgages.

The capper on this deal was when mortgage lenders discovered they could package thousands of mortgages into bonds and sell them for investment then re-loan the money again, and again.

The fed cooperated by keeping interest rates at one percent per year to prevent an economic collapse. American suckers bought in and got easy mortgages to buy property in areas like Las Vegas, Arizona, Florida, and Southern California, and real-estate prices soared.

Eventually, of course, this could not be sustained, and the real-estate bubble has burst. Many mortgages under the teaser-starter rates have now found they can’t make their payments and began to default. This has resulted in the biggest burst bubble in the history of bubbles.

I saw a picture of the Democratic leaders of Congress: Harry Reid, Barney Frank, and Nancy Pelosi (aided by George Bush) doing their best to look like they were heroes on a horse in the public square, bragging about how they would solve Wall Street’s problem by getting banks to buy up these rotten assets, establishing a market value for them.

In a rare display of common sense, Congress has chosen not to fall for the scam. As this is written, we (and they) don’t know what the heck they are going to do. But we do know the Federal Reserve has issued billions of dollars to favored firms so that some chosen bankers can buy up other institutions, buying the rotten assets so the old world can continue.

They are trying to maintain a sick society by eliminating the voter’s consequences for stupidity. This is why I have placed the biggest blame on the suckers who fell for the deal and bought homes they really could not afford.

Congress wants to buy up these securitized mortgages, change the terms, and ensure that people don’t get thrown out of their homes. If they succeed, it might work for a while, but America has so far said no.

What will be the result? I don’t know, but no solution is being proposed that doesn’t involve the creation of money and an inflationary spiral.

When you combine this with the fact that other socially acceptable entitlement programs, like Social Security, Medicare and Medicaid, are unsustainable and can only be maintained by creating money, we have a lead-pipe cinch guarantee of more inflation in the future.

It has already started. Look at the recent prices in the super market. Look at the recent price of oil and gas.

Prices will not go straight up. Take oil for example, the price has recently plummeted. Of course, it jumped again once the so-called bail-out failed. But it is possible that oil may fall to as low as $60 per barrel temporarily, but that doesn’t matter. If inflationary prices retreat temporarily from time to time, you can buy now at low prices to later consume at higher prices.

Gold and silver will do extremely well. Silver has several things going for it:

  1. It has always been a real monetary metal, which naturally responds to inflationary pressures.

  2. It is a critical industrial metal, with over 2,000 industrial uses.

  3. There is no stockpile of silver sitting around to be dumped. It’s all gone; used up by industry. So it is immensely price sensitive. There are those like Ted Butler who have alleged that the price of silver has been manipulated and kept artificially low, and they are probably right. I don’t completely understand Ted’s reasoning, but I won’t argue with him. The point is that it is artificially cheap and should be bought now.

The Stock Market

Stay away from the stock market generally. Avoid blue chips and most mutual funds, as they are an endangered species. This week’s decline of 777 points in the Dow is a harbinger of the future. The stock market is not a single entity. It has many independent pieces, and some aspects of the stock market should prosper.

  1. Uranium mining stocks. In the quest for cheaper energy, we will build nuclear plants. If they proceed with the nuclear plants that are on the drawing board or under construction today, there is only half enough uranium above ground to provide their needs. So buy the mining stocks, I added one more to the list this week. The Investment Menu should boom for years.

  2. Oil service companies such as Schlumberger and Halliburton. We will drill for oil off shore, and the companies that build and service the oil rigs will do very well indeed. In the long run, they are an excellent bet.

    We will be exploiting oil sands in Idaho, Utah, Wyoming and Colorado. I haven’t identified yet the best stock buys in that area, but stay tuned. By the next issue, I should have a list for you.

    There is a lot of controversy over oil sands. They could be disasters environmentally, so I’m holding off a bit, but we will drill for oil off shore.

    In the meantime, we will watch with interest what dumb thing Congress finally decides to do. It will be done by throwing money at the problem and creating runaway inflation.

    I repeat again what Will Rogers said, “Invest in inflation; it’s the only thing that’s going up.”

西藏蟲草價格劇跌五成

【本報駐西藏記者楊海拉薩6日電】近年被譽為「軟黃金」的西藏蟲草,正面臨價格狂跌。記者在拉薩八廓街蟲草市場了解到,去年同期售價每斤8-11萬元的「一品蟲草」,如今跌到5萬元都少有問津,天價蟲草究竟要跌到何等價位仍是未知數。

 「現在蟲草價格相當於2003年的水平,而且逐日走低。」在拉薩八廓街經營蟲草多年的張先生異常鬱悶,年初他以每斤4萬元收購了10斤蟲草,現在只售出30%。而10月份一過,西藏進入旅遊淡季,蟲草銷售基本停滯。「過了年,這些蟲草變成陳草,更難脫手了。」

價格如股票 一路下跌

 所謂「一品蟲草」又稱「850蟲草」,即指產於最佳產地西藏那曲的蟲草,形體粗壯,顏色淡黃,1斤約有850根。在2007年,一品蟲草1斤價格在8萬元以上,折合每根約百元。

 受「3.14」拉薩暴亂事件影響,西藏旅遊今夏一度閉門謝客。「往年六七月份,內地來拉薩收購蟲草 的客商帶著數百萬的現金來交易,遊客也是消費主體。」張先生慨歎,「可今年幾乎沒有客商來收購,加上旅遊不景氣,無異是雪上加霜。只能眼睜睜看著年初收來 的蟲草一天天變成陳草。」

 八廓街蟲草市場的商家們抱怨,蟲草價格好似股票,一天一個價,就是個「跌」字。「這段時間,蟲草市場徹底崩盤了,上午和下午都有價格差異,走勢越來越低。」張先生指著一袋蟲草說,「這斤蟲草上午3.1萬元我沒賣,到了下午3萬元都沒人要了。」

旅遊不景氣是導火索

 其實,今年以來,西藏的蟲草價格就一直只是硬撐著,雖然在六七月份這樣的銷售旺季乏人問津,但商販仍沒有大幅降價。但是到了9月份,蟲草銷售季節接近尾聲,才紛紛虧本清倉,導致價格狂跌一發不可收拾。

 「其實今年西藏旅遊不景氣不過是導火索,蟲草價格下跌只是時間問題。」張先生這些年眼看著蟲草「升值」,心裡卻一年年的「發虛」。

 蟲草的市場銷售環節是:蟲草產地農牧民採挖,蟲草商到牧區收購,然後在拉薩分銷。以2007年為例,6月份從產地收購1斤,3-6萬元不等,到9、10月份,零售或批發價格可以翻一番。但「如今,大部分蟲草商家都慌了,明年再也不會有人輕易囤積炒作了。」張先生說。

房委會投資組合損手

房 委 會 投 資 組 合 中 , 45% 是 投 資 環 球 債 券 , 25% 投 資 在 環 球 股 票 , 全 交 由 6 名 基 金 經 理 打 理 , 餘 下 30% 是 房 屋 署 管 理 的 銀 行 存 款 。 房 委 會 原 本 估 計 上 年 度 有 32.5 億 元 投 資 盈 餘 , 但 最 終 只 有 9.4 億 元 , 大 減 23.1 億 元 。 若 以 房 委 會 去 年 投 資 總 額 約 500 億 元 計 算 , 9 億 多 盈 餘 只 佔 整 體 投 資 的 1.8% , 遠 低 於 6% 的 目 標 。

強 調 不 影 響 建 公 屋

消 息 人 士 指 出 , 環 球 股 市 自 今 年 5 月 開 始 下 滑 , 以 美 國 道 瓊 斯 工 業 平 均 指 數 為 例 , 由 今 年 5 月 的 13000 點 , 跌 到 現 時 不 足 10325 點 , 跌 幅 約 15% 。 港 股 跌 得 更 勁 , 由 5 月 的 26000 點 , 跌 到 17682 , 跌 了 32% , 「 全 球 跌 得 咁 勁 , 房 委 會 當 然 唔 可 能 獨 善 其 身 , 環 球 股 票 投 資 唔 多 唔 少 一 定 會 損 手 。 」

今 年 4 月 環 球 股 市 出 現 小 反 彈 , 房 委 會 曾 錄 得 單 月 6.7 億 元 盈 利 , 但 消 息 人 士 指 , 環 球 股 票 近 月 累 積 跌 了 不 少 , 該 筆 盈 利 不 止 「 凍 過 水 」 , 更 已 「 蝕 到 入 肉 」 。 不 過 , 房 委 會 投 資 在 環 球 債 券 仍 有 盈 利 , 加 上 銀 行 存 款 利 息 收 入 , 相 信 今 年 仍 會 錄 得 小 量 盈 餘 , 「 未 來 幾 個 月 個 市 都 未 必 會 好 快 復 蘇 , 今 年 度 投 資 收 入 應 該 唔 及 舊 年 。 」 消 息 人 士 強 調 今 年 度 投 資 盈 利 雖 很 大 機 會 下 跌 , 但 整 體 仍 有 盈 餘 , 不 會 影 響 房 委 會 建 公 屋 計 劃 。

稱 中 長 線 回 報 穩 定

房 委 會 財 務 小 組 主 席 黃 遠 輝 承 認 , 房 委 會 委 託 的 基 金 經 理 過 去 曾 有 投 資 房 利 美 、 房 貸 美 及 雷 曼 債 券 , 現 在 不 知 是 否 仍 持 有 , 所 以 暫 時 未 知 是 否 有 損 失 。 他 指 近 期 全 球 股 票 市 場 波 動 大 , 不 利 投 資 , 「 今 年 投 資 回 報 一 定 唔 理 想 , 係 艱 難 的 一 年 。 」 房 委 會 投 資 組 合 只 有 25% 投 資 環 球 股 票 , 45% 投 資 在 環 球 債 券 , 屬 保 守 型 , 該 會 未 有 考 慮 更 改 投 資 組 合 , 相 信 中 長 線 會 有 穩 定 回 報 。

房 委 會 委 員 李 華 明 表 示 , 房 委 會 投 資 25% 在 環 球 股 票 屬 可 承 擔 風 險 , 但 全 球 經 濟 未 來 數 月 仍 不 明 朗 , 建 議 可 把 投 資 在 環 球 股 票 的 錢 轉 為 投 資 美 元 定 期 , 以 減 少 損 失 。
房 委 會 的 盈 餘 過 去 主 要 投 資 在 港 元 與 美 元 債 券 , 經 顧 問 檢 討 後 , 認 為 平 衡 風 險 欠 佳 , 建 議 改 變 投 資 組 合 。 房 委 會 在 獲 財 政 司 司 長 批 准 後 , 由 06 年 起 , 將 部 份 盈 餘 投 資 在 環 球 債 券 及 環 球 股 市 , 目 標 回 報 率 為 6% 。

房 委 會 每 年 要 興 建 1.5 萬 個 新 公 屋 單 位 , 財 政 來 源 主 要 來 自 投 資 收 入 及 出 售 居 屋 貨 尾 單 位 。 公 屋 聯 會 擔 心 , 房 委 會 投 資 會 出 現 虧 蝕 , 居 屋 貨 尾 也 可 能 因 樓 市 插 水 而 停 售 , 房 委 會 未 來 財 政 可 能 陷 入 困 境 , 需 要 政 府 注 資 。

房 委 會 目 前 的 500 多 億 元 盈 餘 主 要 來 自 05 年 底 領 匯 上 市 , 出 售 資 產 套 現 的 300 多 億 元 , 加 上 以 往 多 年 來 結 餘 的 200 多 億 元 。 房 委 會 的 預 算 是 盈 餘 的 投 資 , 每 年 可 帶 來 逾 30 億 元 收 入 。 另 外 , 房 委 會 分 批 出 售 逾 6,000 個 居 屋 貨 尾 單 位 , 預 計 可 帶 來 98 億 元 收 入 。 但 房 委 會 現 時 每 年 的 公 屋 營 運 赤 字 達 20 億 元 , 而 維 持 每 年 平 均 興 建 1.5 萬 個 新 公 屋 單 位 , 建 造 成 本 也 需 60 億 元 。

居 屋 貨 尾 可 能 停 售

公 屋 聯 會 主 席 王 坤 擔 心 , 以 目 前 的 投 資 環 境 , 房 委 會 投 資 不 排 除 出 現 虧 蝕 , 加 上 居 屋 貨 尾 明 年 也 可 能 因 樓 市 插 水 而 停 售 , 房 委 會 收 入 將 會 大 縮 水 。 與 此 同 時 , 受 房 屋 法 例 所 限 , 公 屋 不 能 大 幅 加 租 , 而 新 公 屋 建 造 成 本 又 因 通 脹 而 大 幅 上 升 , 房 委 會 未 來 財 政 可 能 陷 入 困 境 , 影 響 公 屋 建 屋 進 度 。 短 期 內 房 委 會 仍 可 「 食 老 本 」 , 但 長 遠 可 能 需 政 府 注 資 , 並 重 新 興 建 居 屋 。

人行發聲明, 願助美國救市

【明 報專訊】美國眾議院於本港時間周六凌晨1時20分通過7000億美元救市方案後僅8小時,美國國債的第二大債權人中國人民銀行,率先發表聲明表示歡迎,表 明願與美方加強協調配合,又希望各國共同維護國際金融市場穩定。本報獲得的消息指出,一旦美國開始籌集7000億美元融資時,中國可能認購多達2000億 美元美國國債,協助美國渡過難關,而首階級會認購700億至800億美元。

中國動向影響美國救市成敗

中國是美國國債市場 的最二大債權人,今年7月底持有5187億美元的國債,佔美國26,764億美元國債的19.3%,居首位是持5934億美元的日本,不過,日本的持有量 則自2004年8月以來持續下降,4年間減少了1000億美元,所以中國實際上是美國國債近年的最大買家,美國救市融資的成敗關鍵,將繫於中國的動向。

人民銀行的聲明引述國家主席胡錦濤早前的講話,指中國希望美國金融市場穩定和經濟健康發展,這符合美國和中國的利益,也有利於全球經濟穩定健康發展。

聲明引述胡總美穩定符合雙方利益

本報記者獲得的消息則指出,中國已向美國承諾購入救市方案所需的融資金額中的2000億美元;至於救巿方案首階段籌集的2500億美元,中國會購入其中700億至800億美元美國國債。

人民銀行的聲明亦引述總理溫家寶呼籲各國在面對金融海嘯時,採取積極對應措施,中國則會保持強有力的、平穩較快的經濟增長態勢,就是對世界經濟的最大貢獻。

中 國社科院金融研究院研究員易憲容預期,人民銀行昨日的聲明顯示,內地可能會把握未來數天,推出新一輪的利好政策,亦有聯同環球央行一同下調息率的空間, 「現時內地的通脹率已經平穩下來,中央亦已看到,如果美國經濟陷入顯著衰退,將會拖累中國經濟。所以,相信未來數天會有其他利好的消息出台,有穩定大市信 心的作用。」人行9月15日在美國投資銀行雷曼兄弟宣布破產後,即時減息0.27厘,為六年來首次,並下調存款準備金率1個百分點。

學者:有空間聯同其他央行減息

人民銀行昨早9時11分在網站以答問形式刊登聲明,這是對美國救市方案回應最積極的外國央行。聲明指出,中國將繼續與各國央行密切合作,共同抵禦金融危機。

國際金融市場亦預期本周各地主要央行會有連串減息措施,以解金融海嘯。本周二,澳洲央行料會率先減息四分至一厘至半厘,由於澳洲樓價大跌,金融市場信貸緊縮,評級機構穆迪表示澳洲很依賴從批發市場吸納資金,因此環球資本市場的動盪,令不少澳洲企業面對較大壓力。

澳英本周減息機會大

市場亦預期英國央行會在本周四的議息會後減息,英國正面1991年以來首次經濟衰退,彭博通訊社對經濟師進行的調查顯示,減息四分之一厘屬主流意見,花旗及法巴等大行更預期減息半厘。

至於以打擊通脹為已任的歐洲央行,上周首次討論是否減息為經濟解困,市場預期歐央行下月會加入減息行列,若是如此,將是歐洲央行五年來首度減息。至於美國聯儲局,利率期貨市場預期本月29日的議息會,有百分之百機會減息四分之一厘,減息半厘的機會率亦高達84%。

港反對擱置市價入賬

風 險 大香 港 會 計 師 公 會 行 政 總 裁 張 智 媛 表 示 , 香 港 採 取 的 國 際 會 計 準 則 , 對 企 業 金 融 機 構 的 投 資 性 資 產 , 例 如 衍 生 工 具 、 視 作 買 賣 交 易 的 股 票 , 均 會 在 年 報 中 以 市 場 價 格 入 賬 , 以 反 映 其 價 值 , 因 而 亦 會 影 響 企 業 當 年 的 盈 利 表 現 ; 她 認 為 這 可 以 及 早 真 實 地 反 映 其 資 產 狀 況 。
美 國 的 會 計 準 則 原 本 亦 採 納 相 關 規 則 , 但 一 旦 救 市 方 案 通 過 後 而 要 擱 置 , 她 認 為 將 會 令 投 資 美 國 資 產 的 投 資 者 , 面 對 更 大 風 險 及 利 益 損 失 , 因 會 將 資 產 的 真 實 價 值 隱 藏 , 打 擊 投 資 者 信 心 。 對 於 美 國 一 些 衍 生 工 具 及 金 融 產 品 再 沒 有 市 場 交 易 , 她 贊 同 美 國 有 建 議 列 出 指 引 , 由 估 值 專 家 及 審 計 師 , 為 這 些 產 品 評 估 公 允 價 值 。

美元勁強

里昂下調匯控目標價12%至92元

【on.cc專訊】里昂證券將匯豐控股(00005)的目標價由105元調低至92元,此前將估值從價格與帳面價值比1.2倍調整至1.1倍。由於該集團75%的資產在美國和英國,帳面價值可能還要大幅向下調整;其中,包括匯控持有的Household International價值100億美元的商譽,維持該股賣出的評級。里昂稱,通過更密切地觀察HSBC Finance和美國匯豐,該行發現他們的處境並不比華盛頓互惠銀行或Wachovia強多少,結局可能會很相似,但匯控將向這些銀行進一步注資。

恒生銀行(011)[股價及相關新聞] 最終難逃「金融海嘯」一劫。有消息指,恒生持有近日申請破產保護的華盛頓互惠銀行(Washington Mutual,簡稱華互)的高級債券,該行或須為此作出撥備。恒生發言人回應,確定持有華互銀行發行的高級債務證券,但未有透露具體數額。該發言人表示:「恒生明白作為上市公司根據交易所上市規則須履行的責任,若有需要,將根據有關監管規定作出適當披露。」

  次按風暴後首「損手」

  據了解,恒生所持的華互債券並不多,佔總資產的比例微不足道,亦不會對帳目構成重大影響,故毋須如其他中小型銀行般,作主動披露。

  自次按風暴捲起開始,恒生一直獨善其身,並無沾手債務抵押債券(CDOs)或結構性投資工具(SIVs)。在近期的金融海嘯之中,恒生也表示,該行沒有持有雷曼及美國國際集團(AIG)的債券;此外,該行原本持有的「兩房」產品,也在六月份到期或出售﹐取回資金﹐被外界認為該行投資審慎﹐深得不少股評人推介。

  大新執行董事王伯凌當時稱,由於華互並不是國際性大銀行,在亞洲知名度不算高﹐預期本港銀行持有華互債券的情況不多﹐沒料到恒生也「難逃一劫」﹐同樣受到「金融海嘯」影響。

FideliTrade 董 事 總 經 理 波 茨 表 示 , 金 融 市 場 充 斥 著 懷 疑 與 不 信 任 , 令 投 資 者 轉 移 買 金 避 難 , 金 幣 鑄 造 量 已 較 平 日 倍 增 , 惟 仍 追 不 上 突 然 增 加 兩 倍 的 需 求 。

兵行險著, 港元恐受衝擊

【本報訊】(記者 林淑儀)本港是亞洲區內最自由的市場,資金自由出入,加上允許沽空,令港股容易成為大戶出手狙擊的對象,導致市場出現大幅波動。是次金管局「任五招」令銀 行可以用平息套取大量港元,讓市場上的港元流通量驟然增加,極易成為有心人衝擊港元的一個突破口,故「任五招」可謂兵行險著。金管局總裁任志剛昨亦表示, 要小心管理以防出現炒賣港元匯價的情況。任總指出,由於剛公布的措施會成為投機者以抵押品借港元之後炒賣港元的渠道,衝擊本港貨幣體系的穩定性,因此相關 措施不可能是恆常安排,只可以是一些臨時措施。

舞弄港元 大鱷兩邊獲利

 有基金經理指出,九八年亞洲金融風暴時,國際大鱷就是從銀行大量借入港元買美元,由於大量港元被 借,令銀行體系銀根收緊,同業拆息大幅扯高,隔夜息一度高至300厘,利率急升令股市大跌,大鱷則同時沽空港股及期指,從而在股市及期市兩邊獲利。目前, 銀行拆息同樣高企,股市動盪,加上允許股份沽空,無疑是「中門大開」。故此,證監會昨日警告,將嚴懲濫用沽空,就是想堵塞部分漏洞。

 不過,工銀亞洲董事暨副總經理黃遠輝昨接受本報查詢時認為,由於是次措施由金管局作為對口單位向 金融機構提供流動資金,而金融機構需同時繳付優質抵押品,因此當局可直接監察銀行是否真正有此需要。他指,當局推出此措施後,相信亦有足夠辦法防止炒賣活 動出現。同時,也不覺現時有炒賣港元的活動。
